About One Health
The One Health Unit, operating under the Office of the Director General at the Zambia National Public Health Institute (ZNPHI), is dedicated to advancing an integrated and collaborative approach to health. This approach recognizes the intricate interdependence between human health, animal health, and environmental health—a concept central to addressing today’s complex public health threats.
The Unit is led by Dr. Raymond Hamoonga, a seasoned One Health Specialist and the National One Health Coordinator. Under his leadership, the Unit coordinates multisectoral partnerships and fosters collaboration across key government ministries and agencies. These include:
- Ministry of Health (MoH)
- Ministry of Fisheries and Livestock (MFL)
- Ministry of Green Economy and Environment (MGEE)
- Ministry of Local Government and Rural Development (MLGRD)
- Department of National Parks and Wildlife (DNPW)
Together, these institutions work to address pressing health challenges at the human-animal-environment interface, such as emerging zoonotic diseases, antimicrobial resistance, and the impacts of climate change on health. The One Health Unit plays a pivotal role in facilitating coordinated responses, developing joint policies and strategies, and building national capacity to prevent, detect, and respond to public health threats using the One Health approach.

Cluster Activities
- Review and harmonize legislation on One Health across sectors.
- Operationalize the national One Health coordinating mechanism.
- Mobilize resources to support the National One Health Strategic Plan.
- Establish One Health surveillance among stakeholders for early detection of zoonotic diseases.
- Strengthen laboratory capacities to diagnose priority zoonotic diseases at provincial levels
- Enhance preparedness and response capacities for zoonotic diseases at all levels.
- Coordinate emergency preparedness and response among relevant ministries and agencies.
- Develop capacity for One Health advocacy and communication programs.
- Incorporate One Health initiatives in pre-service education.
- Increase awareness of One Health among policymakers.
- Align institutional collaborative research to One Health by 75%.
- Establish One Health research themes and enhance communication between researchers and policymakers.
Key Achievements
- One Health Zoonotic Disease Prioritization Workshop (OHZDPW): Prioritized diseases include African Trypanosomiasis, Anthrax, Salmonellosis, Ebola, Rabies, Plague, Avian Influenza, Zoonotic Tuberculosis, Cysticercosis, and Brucellosis.
- Launch of the One Health Strategic Plan (OHSP) 2022-2026: A comprehensive plan to address zoonotic diseases and other health threats through a unified approach.
- National IHR-PVS national Bridging Workshop (NBW): Generated a roadmap for response to both IHR and PVS benchmarks in the context of prevention, detection, and response to zoonotic diseases and other public health threats.
- Joint Risk Assessment (JRA): Conducted joint risk assessment for three of the ten priority zoonotic conditions that is, Rabies, Anthrax, and Zoonotic Avian Influenza.
